Why was he hired?

Regarding the arrest of the former Sublette County Waste Management superintendent on assorted criminal charges, Sublette County commissioner Joel Bousman and county clerk Mary Lankford should publicly explain to us why this person was hired in the first place given his criminal history in Albany County for the same sort of behavior.
